OTTAWA, CANADA -- On December 10, 2001, Canada's Finance Minister Paul Martin, as part of the Federal budget, announced $110M of funding to build CA*net 4, a new generation of Internet broadband network architecture that will link all research-intensive institutions, including many community colleges.
